Riviera West Architectual Control and Planning Committee


The Riviera West Architectural Control and Planning Committee is a group of volunteers that help property owners understand and comply with the standards set forth in our Governing Documents and  Architectural/Building Guidelines. If you are building a new home, adding an addition, painting your home, adding solar panels, moving a propane tank, installing a fence, cutting down a tree (trunk larger than 6 inches diameter), or doing anything else to your structures, you must submit a request to the ACP for approval before your project can move forward.

Understand the CC&Rs to Avoid a Fine


Familiarize yourself with the Riviera West CC&Rs (including the Rules and Regulations and Architectural Guidelines to Building) to avoid incurring a fine. Following is a list of common activities that require ACP approval:


  -  Building a fence

  -  Painting the outside of your house

  -  Replacing a deck

  -  Installing shingles or other roof covering

  -  Cutting down trees

  -  Putting in a shed or other outbuilding

  -  Grading, retaining walls, concrete work

  -  Putting in a carport

  -  Installing solar panels

  -  Installing gazebos, pergolas, shade structures


ACP members and the office staff are available to answer questions and assist you in completing your application.


Riviera West ACP Approval is Required Before Cutting Down a Tree


Beautiful, healthy trees are an essential part of our community’s unique character. However, trees – especially large trees reaching the end of their lifespans – can start experiencing problems. Trees can become overcrowded. They can present a fire danger, or interfere with septic systems, buildings or overhead wires. Managing tree removal carefully is in everyone’s best interest. The Architectural Control and Planning Committee (ACP) reviews all tree-cutting applications, and helps property owners understand and comply with the rules concerning tree removal.


When do you need to complete an ACP PROJECT APPROVAL APPLICATION if you want to cut down a tree?

The simple answer is – Always. Sometimes it is not easy to tell if a tree is healthy or sick, or if it is sick, whether it can recover. Some trees may even look dead when they are not. Property owners should consult a qualified tree service to determine the best course of action.


ACP members consider a number of factors when deciding if a tree should be removed, including the tree species, slope and size of the lot, proximity and health of nearby trees, etc. Because we consider the “big picture,” ALL tree removals must be approved by the ACP. This includes tree removal recommended by the Riviera West Fire Prevention Committee. When approving removal of a dead or dying tree, the ACP may ask that you replace it with a different tree, to combat erosion and maintain the beauty of the neighborhood.


Can I install a carport? 


A carport may be added under the following conditions:


  -  Before a carport can be constructed there must be a functional, fully enclosed two-car garage on the premises as per Section 13 of the Architectural Guidelines to Building provisions of the Rules and Regulations.

  -  A proposal must be submitted to the Architectural Control and Planning Committee for approval prior to construction.

  -  After plan approval by the ACP, all plans must be submitted to the Lake County Building Department for their approval and the issuance of the appropriate permits.

  -  The carport must adhere to all other provisions of the Architectural Guidelines to Building provisions of the Rules and Regulations.


How to avoid a $500 fine


Please complete your tree removal application before making arrangements to have your tree cut down. Cutting down a tree without ACP approval can result in a fine of up to $500 per tree. ACP members are community volunteers, and though we officially have 30 days to reply to your application, we always try to process your application as quickly as possible.
