General information

Harbor View Mutual Water Company is a California non-profit corporation dedicated to providing water to the members of Riviera West Country Club. Anyone who purchases a property in Riviera West will is automatically an owner of the Harbor View Mutual Water Company.


The Water Company is governed by a Board of Directors elected from among Riviera West property owners.

Employees


Jeremiah Fossa, Lead Water Operator

Jeremiah joined Harbor View in June of 2010. He is highly credentialed with T4 and D2 licenses. Jeremiah's background includes working as a general contractor and a millwright, constructing various custom items for construction.



Dominic Turner, Water Operator

Dominic is a Middletown High graduate with both T2 and D2 licenses. Dominic served in the Marine Corps as a Helicopter Crew Chief aboard the Sikorsky CH-53 Sea Stallion. He returned to his native Lake County where he was involved in security before a chance encounter led him into the drinking water field.

Thomas R. Smythe Water Plant


In August 2015, Harbor View Mutual Water Company unveiled its new, state-of-the-art water plant. After several years of strategizing for funding, planning and construction, the new plant came on line and is delivering great quality water to our community. The Water Plant is dedicated to Thomas R. Smythe, HVMWC President from 2010-2016, in recognition of his hard work and dedication on behalf of Riviera West water users.


Impressive Water Plant Facts


  • Our water plant makes 170 gallons a minute or 10,000 gallons per hour.
  • The Dissolved Air Floatation Device (DAF) uses water saturated with air to float large amounts of organics out of the water for pretreatment. This removes around 80 percent of the turbidity out of the water.
  • Three mixed media filters remove the last twenty percent of fine particles; two large carbon filters then remove any taste and odors left in the finish water.
  • The water then travels up to 822 feet in elevation through three more pump stations and five miles of main pipes to reach our 250 active connections. 


Water Conservation


To All Riviera West Property Owners:


Given California’s history of drought, we strongly urge all Harbor View Mutual Water Company users to conserve water in all their daily activities. Critically low water table levels and low lake levels occur periodically and can threaten our water system.


Using water wisely helps protect our water system, especially during periods of short supply such as our recent five-year long drought. When you use water outdoors, use a spray nozzle which regulates flow and shuts off when not needed.


It is always important to conserve water and care should be taken to prevent any unnecessary use. Please consider installing low-flow devices on all of your in-home faucets and showers, and installing low flow/flush toilets. Installing drought resistant landscaping and drip irrigations systems also save water. Water conservation is important and saves you money.
